Every population in the world is dependant on local water resources (rivers, streams, lakes, underground aquifers) for their survival.  Therefore, local communities are the best protectors and restorers of their own water resources.  Image However, there are often both exterior and interior forces that collectively inhibit preservation efforts.  We must all work to preserve our local water resources because the cost and feasibility of finding new ones is high and without certainty.
